Why Start an E-mail Newsletter?

It was noted in my local paper that Sheriff Grady Judd has started a e-mail newsletter titled, "Cyber Star" My question is why not a blog? According to the article Judd said:

He said people he talked to wanted more details on the sheriff's office, including budget issues that often come up during county commission meetings.

The monthly newsletter was the solution to getting that information out to every resident who wants it.

Among the topics expected to be covered are the internal workings of the sheriff's office, jail issues, crime prevention tips and crime trends.

Sounds like a great blog to me? Why should I wait to receive an e-mail every month on this? Why not keep a running blog about all these issues?
